Proposal to Attract 250,000 Math and
Science Teachers for Middle and High School |

| Explanation: Government forecasts
indicate that our schools will need 250,000 new math and science
teachers over the next 10 years. Presently, fewer than 10% of high
school students take calculus or Advanced Placement (AP) calculus or
physics or AP physics. For college graduates with math and/or science
majors there is tremendous competition among employers. Clearly,
incentives will be important to attract and develop large numbers of
qualified math and science graduates to the field of education.
For 25,000 students each year over a 10 year period, I propose that our federal government offer a college loan of $12,000/yr (in constant dollars) for 4 years in return for a commitment to take a job teaching math and/or science at the middle or high school level after graduation. Students would need to major in either math or science and also take required education courses. After graduation and certification, interest would be deferred provided that the graduates immediately took a job in middle or high school as a math or science teacher. For each year of completed teaching in middle or high school math or science, the government would forgive $8,000 of the loan principal together with all its related interest. Thus a student who participated in this program could be debt free after 6 years of teaching math or science at the middle or high school level. For graduates who did not take a job teaching math or science in middle or high school -- choosing perhaps to take a job in private industry -- interest would begin to accrue on the outstanding principal and the entire principal and interest would need to be repaid.
